The Daceva-Warren Framework: Governance Integrity Law, Formula, and Human-AI Handshake
This working paper presents three original contributions to governance theory, risk epistemology, and AI safety by Iva Daceva-Warren, originating from the Safeguarding Index, United Kingdom, with academic lineage rooted in Bulgaria. The first contribution is the Daceva-Warren Governing Law: the epistemological claim that unconfirmed governance is indistinguishable from risk, with the secondary principle that governance fails because confirmation expires. The second is the Governance Integrity Formula, Ⰻ(t) = (C × A) / Δt, which expresses governance integrity as a continuous, time-bound function of confirmation, authority distribution, and elapsed time since last validation — formally classified as the Law of Governance Continuity. The third is the Human-AI Handshake: a formally derived application of the formula to AI governance and alignment, constituting the first governence continuinity based authority decay model. All three are original intellectual property of Iva Daceva-Warren. This paper establishes the priority, provenance, and scope of these contributions for the purposes of worldwide attribution.
