OMNIX Quantum: Post-Quantum Decision Governance Infrastructure for Automated Financial Systems
OMNIX Quantum is a post-quantum decision governance infrastructure for automated financial systems. This deposit includes the full technical paper, a dataset of 82,569 real governance decisions produced between February 21 and March 20, 2026 (each cryptographically signed with Dilithium-3 / ML-DSA-65), reference algorithm implementations, and three architectural decision records documenting the cryptographic architecture. The governance pipeline applies an 8-checkpoint veto system to every candidate decision before execution. During the observation period, 88.6% of decisions were held, 11.3% blocked, and 0.05% approved — consistent with a fail-safe governance design. All receipts form a contiguous SHA-256 hash chain independently verifiable at omnixquantum.net/verify/{receipt_id}.
