Sovereignty by Design: Overcoming the Normalization of Deviance through Mathematical Fidelity

This paper establishes the Sovereign Controller Curriculum (SSC) as a rigorous, formal safety foundation for implementing adaptive, high-performance algorithms within safety-critical railway infrastructure. Moving beyond traditional heuristic testing and subjective expert judgment, the SSC provides a mathematical blueprint for commanding safety through absolute necessity rather than probabilistic estimation. The core of the framework is the construction of a "Mathematical Cage". By mapping the system state into a complete Hilbert Space and defining safety as a geometric invariant, the curriculum ensures that all state transitions are governed by the laws of physics and logic. The functional sovereignty of the controller over non-deterministic AI proposals (QM-level) is mathematically enforced via metric orthogonal projections onto the Safe Action Domain. The analysis proves that a seamless SIL 4 proof chain is achieved through the integration of a recursive Monitor for Lipschitz budgeting, a Sterbenz Guard to ensure numerical integrity, and hardware-level enforcement via an Interlock-Gate. By replacing the "Normalization of Deviance" with Mathematical Fidelity, this manifesto provides the framework for an autonomy that is no longer subject to human interpretation but fulfills the highest requirements of EN 50129. Abstract

Keywords: SIL 4 , Normalization of Deviance , Hilbert Space , $\eta$-Monitor , EN 50129 , Formal Verification , Railway Infrastructure , Sovereignty , Safety-by-Design , Lipschitz Budgeting , Lyapunov Shield , Zonotopic Flowpipes , Borel Integrity , Hardware Interlock-Gate , Freedom from Interference (FFI).
