EFFECTIVENESS OF INSTRUMENTS OF STATE REGIONAL DEVELOPMENT POLICY IN CONDITIONS OF SPATIAL HETEROGENEITY OF SUBJECTS OF RUSSIAN FEDERATION

The article examines the effectiveness of state regional policy instruments under conditions of spatial heterogeneity in the socio-economic development of the Russian Federation’s regions. The subject of the study is the performance of program-based, fiscal and institutional instruments of regional development. The purpose of the research is to analyze the effectiveness of existing regional policy instruments considering differences in the socio-economic potential of regions. The methodological framework includes system and comparative analysis as well as the use of official statistical data provided by Rosstat. The study demonstrates that the uniform application of regional policy instruments leads to heterogeneous socio-economic effects and does not ensure comparable outcomes across different types of regions. The limitations of formal performance evaluation of state programs are identified, and the need for a differentiated approach to the application of regional development instruments is substantiated. The results of the study can be applied in improving state regional policy mechanisms and in the development of strategic territorial planning documents.
