Technical standards and renewable energy exports: Governance pathways for sustainable futures

Technical standards are increasingly recognized as governance instruments that shape the global transition toward sustainable energy systems. This study aims to examine whether and how technical standards influence the export performance of China’s renewable energy sector, and whether such standards function primarily as trade facilitators or as regulatory barriers. Drawing on panel data of 87 countries and 81 product categories from 2005 to 2021, we construct a novel HS–ICS mapping of renewable energy standards and apply an extended gravity model. The empirical results indicate that an increase in renewable energy–related standards is associated with a significant expansion of China’s exports, particularly in developed markets; however, excessive or fragmented standards may raise compliance costs and weaken trade performance. Mechanism tests further reveal that standards operate through technology upgrading and institutional signaling, underscoring their dual governance role in facilitating and constraining renewable energy exports. These findings suggest that the trade effects of standards are nonlinear and context-dependent. Policy implications emphasize the need for calibrated standardization processes, stronger international alignment, and supportive policy mixes that link standards with green finance, innovation incentives, and inclusive participation. By bridging trade governance and sustainability transitions, the study contributes new empirical evidence on how renewable energy standards can be designed to balance competitiveness with global climate objectives.
