The 2A/2D Framework: A Measurement Methodology for AI Value in Water Utility Operations — Preliminary Study (v1.1)
Water utilities operate under conditions where the latency between data existing in a system and that data informing a decision carries direct and quantifiable costs. These costs are realized in non-revenue water loss, labor hours, regulatory exposure, and infrastructure risk. This paper introduces the 2A/2D Framework, a technology-agnostic measurement methodology designed to capture both the speed and quality dimensions of AI value in water utility operations. The framework defines four core constructs: Time to analysis (2A) Time to decision (2D) Quality of Analysis (2AQ) Quality of Decision (2DQ) It also attempts to formalize their interaction through the Gross Operational Value Index (GOVI); a composite metric with a multiplicative structure in which either quality or speed collapsing to zero drives composite value to zero. The framework is compatible with existing performance measurement systems including AWWA QualServe benchmarks and the NIST Cybersecurity Framework (CSF) 2.0. This preliminary study establishes foundational definitions, priority evaluation questions, and calibration methodology. A formal mathematical specification is developed in v1.2.
