Bangladesh Nationalist Party: 16th Reform Agenda
This policy examines the legal, institutional, and socio-political factors that influence religious freedom in Bangladesh. It presents a framework for legislative, administrative, and social changes aimed at strengthening constitutional and international safeguards for freedom of religion or belief (FoRB). The study utilizes doctrinal constitutional analysis, comparative law, and mixed-methods fieldwork comprising key informant interviews, surveys of minority communities, and incident mapping to ascertain the principal barriers to the practical realization of Freedom of Religion or Belief (FoRB) in Bangladesh and to recommend a prioritized array of policy, legal, and implementation strategies. The research situates Bangladesh's constitutional guarantees and legal structure within current political dynamics and occurrences of communal violence, recommending specific, evidence-based changes for the state, civil society, and foreign actors.
