One Balancing of Efficiency and Accountability in Public Administration

The paper argues that the conflict between being "by the book" and being "effective" is not a zero-sum game. While a mature civil service culture is the ideal foundation, even developing administrations can "engineer" a virtuous, efficient system by slowly implementing output-oriented incentives. This allows for a public sector that is both flexible enough to innovate and structured enough to remain honest.

Abstract

The paper argues that the conflict between being "by the book" and being "effective" is not a zero-sum game. While a mature civil service culture is the ideal foundation, even developing administrations can "engineer" a virtuous, efficient system by slowly implementing output-oriented incentives. This allows for a public sector that is both flexible enough to innovate and structured enough to remain honest.
