Regulating the use of artificial intelligence in academic and research communication in Russia and abroad: challenges and perspectives

The rapid advancement of artificial intelligence (AI) technologies and their integration into the educational environment are accompanied by ethical, methodological, and organizational challenges, including risks to academic integrity and the lack of unified regulatory standards. The analysis of legal and regulatory documents governing the use of AI in higher education institutions highlights the need for clear principles and standards that account for both the innovative potential of AI and the associated risks of integrating AI technologies into the educational process. The aim of this study is to analyze existing practices and regulations regarding AI use in Russian and international universities, as well as to develop a prototype for a unified regulatory framework tailored to the Russian educational landscape, incorporating international experience and the specificities of the Russian educational system. The research is based on a comparative analysis of 12 regulatory documents (2023–2024) with systematization of data in tables (18 regulatory aspects). Additionally, a survey of 57 students was conducted to examine the practical use of AI and students' needs for its regulation. The methods employed included qualitative document analysis and quantitative processing of survey data. The modeling method was used to develop a draft regulation. The results include a synthesis of current norms documented in existing regulations and the development of a regulatory model that can be further implemented in Russian universities.
