The Enrichment of Ukrainian Elites and Oligarchs: A Systematic Review of Corruption and War Profiteering

Ukrainian elites and oligarchs have amassed wealth via corruption and war profiteering, a longstanding but understudied issue closely linked to the nation’s political and economic development. This systematic literature review examines the mechanisms by which powerful figures in Ukraine have capitalized on political instability, armed conflict, and systemic corruption to consolidate wealth and influence. We analyze prior studies covering various aspects, such as the influence of oligarchs in political systems, the widespread existence of corrupt practices, the effects of revolutionary movements, and the economic ramifications of the conflict between Russia and Ukraine. Through methodical examination of academic literature, policy documents, and investigative reporting, we detect repeated instances of elite wealth accumulation, especially in times of crisis. The results illustrate how oligarchic systems have taken advantage of deficient governance frameworks, appropriated public resources, and distorted economies during conflict for private benefit. Furthermore, the review highlights the dual role of external actors, such as Russia, in both exacerbating and benefiting from these dynamics. Although certain research implies that recent reforms have reduced oligarchic influence, data show that systemic corruption continues to be deeply rooted, as war generates fresh avenues for illegal enrichment. The paper concludes by underscoring the need for stronger institutional safeguards and international cooperation to disrupt these cycles of exploitation. This review synthesizes dispersed information on the topic while establishing a basis for subsequent investigations into post-conflict accountability and economic rehabilitation in Ukraine.
