Towards Coordination Science: A Framework for Measuring Geopolitical Coordination Dynamics Through Event Relationship Patterns

No established methodology exists for quantifying geopolitical coordination dynamics at the intersection of technology deployment, infrastructure investment, and institutional governance. This paper proposes a three-layer framework for measuring coordination through analysis of documented relationships between verified geopolitical events. Layer 1 establishes seven Coordination Connection (CC) types with evidence-based classification criteria (documented separately in WEO Methodology Manual). Layer 2 — the primary contribution of this paper — introduces quantitative metrics derived from the novel CC taxonomy: Cross-Bloc Connection Frequency (CBCF), Framework Family Density (FFD), and Connection Growth Rate (CGR). Cross-Sector Transmission Frequency (CSTF) and a cross-sector transmission matrix extend Layer 2 by measuring coordination dynamics across industry boundaries, enabled by WEO's 11-category industry tagging taxonomy. Industry-specific variants of CBCF and FFD further enable per-industry coordination profiling. Layer 3 proposes Coordination Signatures as recurring structural patterns (detailed separately in WEO Coordination Signatures Framework). The framework achieves approximately 40–80% analogical grounding from established methodological traditions. However, because metrics are derived from the novel CC taxonomy itself — a WEO-original contribution — empirical grounding percentages reflect precedent from adjacent fields, not direct validation of the specific measurement constructs. Metric operationalisation requires the database to reach operational threshold before meaningful calculation becomes possible. This paper is a parallel methodology extension of the WEO Methodology Manual and can be read independently. It operationalises concepts from The Coordination Imperative (DOI: 10.5281/zenodo.17451629). Version 1.1 (February 2026) extends Version 1 with industry-specific metric variants (CBCF, FFD), Cross-Sector Transmission Frequency (CSTF), cross-sector transmission matrix, and corresponding updates.
