Preservation Before Interpretation: A Structural Boundary Framework for Time-Critical Testimony Governance
This paper proposes a structural boundary framework for governing time-critical testimony in conflict and post-conflict environments. It introduces the Biological Urgency Constraint (BUC) and defines the Preservation Boundary Principle (PBP) through a Non-Executable Preservation Layer (NEPL), ensuring that preservation structurally precedes interpretation wherever testimonial extinction risk is imminent. Using elderly war survivors as a representative urgent case, the study generalizes the model to humanitarian, archival, and post-conflict governance contexts. The paper contributes to theoretical discussions on boundary-first institutional design and pre-execution structural alignment within governance systems. This paper is part of the Pre-Execution Governance Series.
