How to include fairness in transport evaluations?
Fairness is generally considered to be a key evaluation criterion for policy options but it is difficult to include fairness in the evaluation of candidate policy options. This paper suggests studying the opinions and preferences of several categories of people (citizens, policy makers, politicians, interest groups) about what is fair with respect to candidate (or already implemented) transport policies. Such research can be helpful for the inclusion of fairness in the ex-ante evaluation of candidate policy options. It also pleas for the development and assessment of pros and cons of different methodologies for such research. In addition, it presents a preliminary version of a theory for fairness preferences of transport policies, a theory that can be tested and further developed by the empirical research suggested. • A plea for empirical research on fairness preferences • A plea for methodology development to study these preferences • A first version of a theory for fairness preferences • Suggests the Willingness to Pay for Fairness (WTPP) as a concept
