Scientific Justification for XRISM Cycle 3 Observations: Verification of the Fermion Ocean Hypothesis (FUH)

This document serves as the official Scientific and Technical Justification for Proposal ID shlyapik_fuh_31037, submitted to JAXA/NASA for XRISM Cycle 3. It outlines a 300 ksec deep observation plan for the Bullet Cluster (1E 0657-56) to test the hydrodynamical nature of the vacuum. Based on an independent audit of archival XRISM Resolve data for M87 (ObsID 300014010), the author identifies systematic deviations from standard LCDM and MHD models, including: The 1.0 keV Viscous Barrier: A significant spectral intensity drop representing the energy threshold of a viscous fermion condensate. The 4.8 keV Background Resonance: A concentrated emission feature identified as the fundamental mass (m_psi) of the background medium. The Potter Effect: Evidence of morphological compression and laminar flow in the M87 jet, suggesting an external isotropic pressure from a physical medium. The proposal sets specific predictive benchmarks for the Bullet Cluster, including the "Friction Tax" (a 1.4 percent frequency shift) and anomalous kinetic heating. This record establishes scientific priority for these predictions ahead of the official Cycle 3 data release. My Orcid: 0009-0003-7726-109X I'm DR. ALEXANDER SHLYAPIK
