Constructivist approach to support decision making for prioritization of project portfolio in the management of the training & development area in a company in the oil, gas, and energy sector
This article proposes a constructivist framework to support decision-making in the prioritization of training and development (T&D) project portfolios in a company in the oil, gas, and energy sector that adopts agile practices capable of prioritizing projects according to criteria aligned with the organization’s strategic objectives, allowing a more efficient and adaptive management in dynamic and highly competitive environments. To this end, the framework was developed based on the Multicriteria Decision Aid Constructivist methodology (MCDA-C). The results showed that the framework offers effective support for project prioritization, optimizing resource allocation and promoting strategic alignment. However, T&D projects, due to their volatile nature, require a flexible approach that allows for frequent revisions of the framework. From theoretical contributions, the research expands the availability of methodologies to support management in the context of prioritizing the portfolio of projects that seek new functionalities for T&D management, evidencing their effectiveness for strategic alignment. In practice, the framework contributes to a more efficient allocation of resources in T&D, facilitating agile decisions that are adjustable to organizational changes through the quantification of criteria.
