Momentum as a Projected Redistribution Gradient: Closure Recovery of Noether Currents in the ψ₀–OCM

This priority paper formulates a redistribution-based origin of momentum within the ψ₀–OCM (Osborne Cosmological Model). The redistribution flux Υμ (Upsilon_mu) is taken as an ontologically prior object, and momentum is derived as a closure-level response to projected gradients of a closure-projected redistribution loading scalar within stabilized regimes. Standard Noether currents are shown to arise only as controlled deep-closure limits inside Redistribution–Locked Zones (PDS-1 stabilized domains), rather than being treated as fundamental structures. Within such closure regimes, the formulation reproduces the standard relativistic quantum field theory current structure to closure accuracy, while providing a unified explanatory framework for momentum, inertia, and regime-valid conservation laws.
