Assessment and validation of emergency rescue capability in digital aviation
Scientific and accurate evaluation of aviation emergency rescue capabilities holds immense significance for effective government and societal supervision, as well as for enterprises to understand and enhance their own rescue capabilities promptly. This, in turn, contributes to better safeguarding the lives and properties of people. To quantitatively assess aviation emergency rescue capabilities and pinpoint deficiencies in the construction process, we propose an assessment model based on blind number theory. This model integrates the hierarchical analysis method and capability maturity model. Initially, we construct an evaluation index system based on three main stages of emergency rescue, categorizing factors influencing aviation emergency rescue capabilities into 9 types of secondary indexes and 32 tertiary indexes. Subsequently, hierarchical analysis determines the weight of each index, and blind number theory is employed to address uncertainty in the evaluation process, yielding the emergency rescue maturity capability index. Finally, we illustrate the model’s rationality and effectiveness by evaluating the maturity of aviation emergency rescue capabilities in a specific unit. This validation serves to provide valuable references for future construction endeavors.
