A Fuzzy-AHP (FAHP)-based model for evaluating blockchain adoption in the UAE

This study evaluates the critical factors influencing blockchain adoption in governmental and private sectors within the UAE using a Fuzzy Analytical Hierarchy Process (FAHP) approach. The findings reveal that technological factors are the most significant determinants of blockchain adoption, with weights of 52% in the government and 59% in the private sector. Key technological sub-criteria include complexity (27.6% in government; 36.8% in private), compatibility, and technological readiness. Environmental factors such as awareness of importance (36% in government; 34% in private) and communication (23% and 27% respectively) also play pivotal roles, while organizational readiness was the most influential internal factor (42% in government; 48% in private). These results highlight the need for targeted managerial strategies that reduce technological complexity, improve compatibility, and enhance stakeholder awareness. The study provides decision-makers with a structured, evidence-based approach to evaluating blockchain readiness and aligning implementation with national innovation goals.
