Development of Municipal Energy Security Plans for Small-sized Municipalities in Ukraine: Challenges, Forecast and Policy Recommendations

The study highlights the crucial role of municipal energy efficiency and security planning in Ukraine in facilitating the country's transition to sustainable energy systems and aligning with the European Union's climate objectives. The selected municipalities were chosen based on the geographical aspects, energy and economy transition contexts, and strategic position. In each region (Ivano-Frankivsk, Zakarpattia, and Chernivtsi oblast), the authors selected three municipalities for further investigation. The authors applied the SEAP/SECAP methodology to establish a baseline CO2 emission inventory. The collected energy consumption data of the municipalities was used to calculate the CO2 emission for the year 2021 and to forecast energy consumption and thus the CO2 emission level for the year 2030. The results showcased up to 40% CO2 emission reduction with approximately the same consumption level because of the implementation of the decarbonization measures.
