DEVELOPING LOCAL ECONOMIC NICHES

Local development policies often underperform because they treat development as a problem of sector selection or capital allocation. Regions are encouraged to imitate successful industries observed elsewhere, under the assumption that markets will coordinate activity once initial investments are made. In many cases, this approach produces fragile outcomes that depend on continuous public support. This policy brief proposes an alternative framework. Economic development is understood as the process through which economic behavior evolves to increase the availability of critical resources in specific places. Local economies develop when individuals, firms, and institutions reduce the probability of failing to obtain resources needed for production, exchange, and reproduction. The brief argues that development policy should focus on the deliberate construction of local economic niches. These niches are shaped by the local environment and historical path, and can be strengthened through targeted improvements in economic capacities. Doing so increases resource availability for local use and for participation in national and global trade.
