No Uniform Selectors under Governed Self-Reference
This paper presents a minimal Tier-0 schema showing that uniform, authority-certified closure is not licensable in decision layers admitting governed self-reference. The result is deontic rather than semantic: it concerns the legitimacy of system-level certification under explicit governance, budgets, and admissibility constraints. An appendix distinguishes exposed agentic assertions from governed certified closure to prevent misinterpretation.
