A Study on the Development of a Smart Construction Safety Management System for the Prevention of Serious Accidents
This study presents an analysis based on the development and operation of a smart construction safety management system at a combined-cycle power plant construction site, a key national infrastructure project aimed at preventing serious industrial accidents. High-risk construction tasks with a high likelihood of causing serious accidents were identified, and their primary causes were classified into human, material, environmental, and managerial factors. Corresponding countermeasures were derived for each category. Common measures included pre-construction safety assessments for each work type, redundancy in safety controls, and the implementation of a smart safety management system.
The smart construction safety management system integrated twelve core technologies, including worker access control, real-time worker location tracking, safety hook fastening detection, mobile electronic document management, heavy equipment access control, proximity hazard warnings, structural tilt and collapse monitoring, opening status detection, confined-space gas monitoring, mobile video surveillance, drone-based site monitoring, and a centralized control dashboard. These technologies were centrally managed through the establishment and operation of a Safety and Health Integrated Control Center.
The application results demonstrated that the smart construction safety management system enhanced the efficiency and accuracy of safety management, reduced human error, and contributed to achieving zero serious accidents at the project site.
