D4.3- Governance recommendations for the revitalization local economies in the blue bioeconomy

The purpose of this deliverable is to give recommendations on how new governance structures can support the development of the blue bioeconomy in the Bluerev pilot regions and guide the emergence of new sustainable innovation within niche spaces, with the objective of revitalising local economies. This report builds on five workshops hosted in the regions: Sicily in Italy, West Jutland (Vestjylland) in Denmark, Greenland, and Saaremaa in Estonia. The guiding theoretical framework for the analysis of the workshops' outcomes is the Strategic Niche Management 4,5 (SNM) which, by understanding the interplay between governance mechanisms and niche dynamics, helps to conceptually deliberate on how experimentation, collaboration and visioning may support the development and diffusion of, for example, niche products and value chains. The results point to overarching similarities between the pilot regions, despite the geographical distances, with several themes emerging across regions in both the broader set of recommendations as well as in the ones prioritized by stakeholders in the workshops: Simplified regulatory processes and increased policy awareness; Entrepreneurial support and new financing models; improving collaborative efforts in the industry.
