Integration of sustainability indicators in temporary modular shelter with the sustainable development goals and disaster risk reduction strategy
Temporary Modular Shelter (TMS) plays a key role in post-disaster housing but often lacks integration with sustainability principles and global development agendas. This study aims to integrate sustainability indicators in TMS with the Sustainable Development Goals (SDGs) and Disaster Risk Reduction (DRR) strategies as a foundation for adaptive, inclusive, and resilient shelter policy. Using a descriptive qualitative approach, the research involves literature review, policy analysis, and expert interviews with purposive sampling. Findings show strong alignment between indicators such as resource efficiency, local materials, community engagement, modular design, and technological innovation and SDG 1, 11, 12, and 13. These also support DRR priorities including preparedness, risk reduction, and governance. However, such integration is not yet evident in national policies. The study recommends developing national indicator frameworks, fostering cross-sector collaboration, and embedding social values into TMS design. Ultimately, TMS should be recognized not only as an emergency response but as a strategic tool in sustainable development.
