The Breathing Universe: 806_Prediction Ledger & Falsification Protocol

This paper establishes the formal prediction ledger of the Breathing Universe Model (BUM). Its sole purpose is to render the model empirically accountable by fixing, in advance and in a centralized format, all observational consequences that follow necessarily from its non-negotiable structural commitments. The Breathing Universe Model introduces a set of unconventional but explicitly defined assumptions, including a single vacuum substrate, emergent rather than fundamental time, a vacuum tension field with local freezing, operator-constrained transformation, coherence ordering prior to temporal evolution, and a non-branching ontology. Because these commitments operate at the level of physical architecture rather than parameterized dynamics, predictive discipline requires a framework that restricts observable behavior rather than fitting numerical outcomes. The prediction ledger introduced here functions as that framework. Each prediction is derived exclusively from structural necessity and is stated independently of observational data, simulations, or phenomenological tuning. For every prediction, the paper specifies the structural origin, the admissible class of observables, the expected observable pattern, the applicability conditions, and an explicit falsification criterion. Predictions are limited to relational, coherence-based, hierarchy-constrained, and pattern-presence or pattern-absence statements consistent with regime dependence and local freezing. In addition to positive predictions, the paper explicitly enumerates non-predictions, thereby defining the boundaries of applicability and preventing post-hoc reinterpretation or uncontrolled extension. Model-level falsification scenarios are stated separately, identifying empirical outcomes that would invalidate the framework regardless of partial phenomenological agreement. The role of simulations is strictly constrained to exploratory and comparative use and is explicitly excluded from prediction definition or confirmation. This work does not derive equations, analyze data, or claim empirical success. Its function is disciplinary rather than persuasive: to expose the Breathing Universe Model to structured empirical risk by stating, in advance, what the model predicts, what it forbids, and how it can fail.
