The Wisconsin HIV Drug Assistance Program: A Cost-Benefit Analysis
In the Fall of 2025, as a part of Public Affairs 881: Cost-Benefit Analysis at the University of Wisconsin-Madison, a cost-benefit analysis was conducted for the Wisconsin Department of Health Services (DHS) on the state’s HIV Drug Assistance Program (HDAP). We publish our final report, non-confidential Affordable Care Act (ACA) plan data, analysis workbooks, code of our forecasting models, and code of our Monte Carlo Analysis. Forecasting models were built utilizing confidential HDAP client data that we are unable to publish because of HIPAA privacy protections and our Data Use Agreement with WI DHS.
