Re-Value Impact Model (Intermediate Version)
How can waterfront cities achieve their climate goals while improving the quality of urban life? This question lies at the heart of the Re-Value project, in which nine European waterfront cities address this challenge through pilot areas and long-term territorial transformation strategies. Ålesund, Bruges, Burgas, and Rimini act as Lead Cities, while Cascais, Constanța, Izmir, Písek, and Rijeka build on their experiences to develop context-specific approaches. To explore potential co-benefits and conflicts of interest in the transition toward climate-neutral waterfronts, Impact Model workshops were organized in each participating city. Hosted by the municipalities and involving a wide range of local partners and stakeholders, the workshops employed a gamified version of the New European Bauhaus (NEB) Impact Model in the form of a card deck called the NEB Impact Model Dominoes Game (https://doi.org/10.5281/zenodo.17457943). This interactive tool supported participants in collectively assessing waterfront pilot areas across environmental, health and well-being, social and cultural, economic, and governance dimensions. Through the workshops, existing qualities were identified and strengthened, missing aspects were revealed, and pathways for addressing gaps were co-designed. The outcomes of these workshops directly informed the development of the cities’ Waterfront Pilot Roadmaps. This report presents an overview of the first six Impact Model workshops conducted in Spring 2024 in Ålesund, Bruges, Rijeka, Rimini, Burgas, and Constanța, and illustrates how the Impact Model was applied to support strategic, inclusive, and integrated roadmap development for climate-neutral waterfront transformation.
