UNIFIED CONSCIOUSNESS THEORY WITH AN OPERATOR FOR REBALANCING INFORMATION (UCTORI)
UCTORI (Unified Consciousness Theory with an Informational Rebalancing Operator) presents a dual-aspect monist framework in which a single ontological basis, information–consciousness, admits two complementary readings: (i) an external one, as a correlational and dynamical structure amenable to quantitative modelling, and (ii) an internal one, as phenomenality. The manuscript’s explicit aim is to demarcate a set of postulates comparable with scientific alternatives and to translate the core claims into operational statements, with replicable protocols and explicit null tests. The dynamical core introduces an active vacuum understood as a registral medium of correlations, together with a discrete-window memory hypothesis (MEI): sub-percent modulation events that transiently increase global integration measures (e.g., ICG) and return to a basal OFF state. As an admissibility condition, the theory specifies a family of forbidden signals, in particular sustained modulation outside the window, long tails, carryover, and hysteresis, formalised as refutation criteria. At the regulatory layer, UCTORI posits an Informational Rebalancing Operator (ORI) that reduces a coherence discrepancy (ΔC) until reintegration in finite time (T_c), with the return quantified by the metric R. The phenomenological correlate is formulated as a Phenomenological Correction Response (RFC), methodologically positioned as a phenomenon to be mapped rather than an explanatory mechanism, while maintaining a strict separation between data, model, and existential interpretation. The manuscript defines a closed mathematical and statistical core, with metrics (ICG, τ_N, MO², R, ΔC, π, T_c), units, estimators, thresholds, and error control, as well as an explicit plan for model comparison and complexity penalisation (e.g., AIC, BIC, WAIC, LOO), and a set of null tests (NT1–NT5) as hard constraints. Multi-domain protocols are proposed, including: (a) neuroscience using no-report and perturb-and-measure paradigms, (b) simulation with ΔC(t) traces and controls without ORI and with random ORI, and (c) multi-probe cosmology with covariance modelling. In cosmology, UCTORI formalises a discriminative prediction with a functional form: a windowed signature that appears as a localised ripple in H(z) and a co-centred pulse in fσ₈(z), with a co-phase condition and a clean return to OFF (indistinguishable from ΛCDM outside the window), together with anti-degeneracy strategies against smooth or oscillatory dark-energy parametrisations. Finally, the text includes a normative extension toward non-punitive informational ethics and justice, making explicit security and governance rules (e.g., prohibition of moral scoring, protection of mental privacy, and anti-coercion safeguards), formulated to prevent abusive uses when discussing metrics or inferences about mental states.
