Agro-industrial complex of Russia: problems and prospects of development

The problems of the development of the agro-industrial complex of Russia are considered. The analysis of the world market of agricultural products and foodstuffs is carried out using the example of the world's leading economies. As a result of the analysis of the main macroeconomic indicators of the agricultural sector in the USA, India, China, Germany and Russia, it was determined that Russia occupies an intermediate position in the ranking in almost all analyzed indicators, however, the lag in such indicators as value added, yield and fertilizer use, compared with the leaders, can be characterized as significant. Thanks to the agrarian reform of recent years and effective state support for the agro-industrial complex, it has been possible not only to solve the country's food security problems, but also to become a world leader in agricultural exports. Large agricultural holdings in Russia are showing impressive growth rates both in terms of the size of the land bank, as well as in terms of handle and export volumes. The problems of functioning of the Russian agro-industrial complex at this stage of development have been identified: high logistical and operational costs; sanctions pressure from unfriendly countries; preponderance in exporting low-value-added products; staff hunger and low competence profiles of industry workers. To effectively counter external challenges, it is necessary to form a unified monitoring system that will make it possible to predict the most optimal portfolio of innovative projects in the field of the agro-industrial complex. A model of systemic advanced forecasting and planning for the development of the agro-industrial complex is proposed, based on monitoring structured big data, the implementation of which will make it possible to make effective management decisions not only at the level of the entire complex as a whole, but also at the level of an individual agricultural business ecosystem.
