Decision Validity Framework (DVF) v1.0: Normative Conditions for Valid Decisions in Competency-Based Systems
This document introduces the Decision Validity Framework (DVF) v1.0, a normative specification defining the minimum conditions under which decisions in competency-based systems can be considered valid. DVF does not prescribe outcomes, policies, or enforcement mechanisms. Instead, it specifies structural requirements for decision validity, including evidence thresholds, falsifiability, auditability, and procedural coherence. The framework is intended to operate above implementation standards and learning frameworks, providing a decision-level validity layer applicable to education, workforce certification, AI-assisted evaluation, and governance systems. DVF v1.0 is published as a non-enforcing normative framework, intended for reference, analysis, and future integration.
