Identification of factors of human resources forming and development in shipbuilding

The human resources potential of modern shipbuilding enterprises reflects the ability and capability of hired human resources to perform the full range of production tasks assigned to them, to function in accordance with the development goals of shipbuilding enterprises, and to meet the requirements of the progress of science and technology in modern shipbuilding, which is an urgent management task in the context of the need to move towards sustainable development and to function under the influence of economic sanctions imposed on the Russian Federation. Modern realities pose a number of challenges to the formation and development of human resources in the shipbuilding industry, including a shortage of qualified specialists, migration of experienced personnel, an aging workforce, demotivation of young people to work in difficult and hazardous conditions, and insufficient compensation packages. The identification of external factors in the formation and development of human resources in the shipbuilding industry has revealed opportunities and threats posed by the external environment, including the wide geographical distribution of Russian shipbuilding enterprises, the impact of sanctions that lead to increased costs at all stages of the production cycle, and increased government support for the shipbuilding industry, which opens up new avenues for the formation and development of human resources. The identification of internal factors in the formation and development of human resources in the shipbuilding industry has allowed us to identify key areas related to the labor-intensive nature of shipbuilding production, the high level of physical and moral depreciation of fixed assets, the need for thoroughness, quality, and validity in the management of human resources, including the provision of personnel for shipbuilding enterprises, the development and training of personnel for business entities, and the motivation and stimulation of human resources. By taking into account the external environment factors in the development prospects of shipbuilding enterprises, as well as by implementing management actions aimed at achieving a positive impact of internal environment factors, it is possible to increase the effectiveness of management decisions made at industry enterprises and achieve additional competitive advantages.
