HS° Relative Phase Lock Meter v1.0 (Ticks) — Tick‑Canonical Relative Phase Offset Stability Metric for HS‑Bloch
HS° Relative Phase Lock Meter v1.0 defines a deterministic, tick‑canonical metric that quantifies the stability of a relative phase offset between two HS° processes (e.g., nodes, agents, links) over a finite observation window. This is not quantum entanglement; it is a classical correlation/lock measure on the circle S1, computed using wrap‑safe tick distance and integer‑only arithmetic. The meter takes paired tick observations ai,biai,bi (same resolution RR) and computes: an estimated relative offset k^ticksk^ticks via a circular median estimator (deterministic tie‑break), a dispersion measure DticksDticks (MAD in ticks), a normalized lock score lock_u16 in [0,65535] derived deterministically from DticksDticks and a configured bound dmax_ticks. The output is designed to compose with HS‑Bloch by using coherence_meter_id = "TV-COH-RELLOCK-TICKS-MAD-2026-01" and carrying the score as coh_u16 (or as a vector key in HS‑Bloch v1.1). Integrity and canonical encoding for signed enforcement are provided by the external Timeverse Security Profile; tick semantics and wrap‑safe distance are defined by the Phase‑Coordination Conventions. Normative dependencies: Conventions (10.5281/zenodo.18068999), Timeverse Security Profile (10.5281/zenodo.18069423).Related: HS‑Bloch v1.1 (10.5281/zenodo.18216116), TAQA v2 (10.5281/zenodo.18070594).
