NGO Connect: An NLP-Powered Social Assistance Platform
Abstract—Social welfare organizations and non-governmental organizations (NGOs) often face significant challenges in efficiently identifying genuine assistancerequests and matching them with appropriate donors orvolunteers. Manual verification processes, delayedcommunication, and lack of intelligent prioritizationfrequently result in slow response times, especially duringemergencies. To address these limitations, this paperproposes NGO Connect, an AI-powered social assistanceplatform that integrates mobile technology, cloud services, and intelligent decision-making mechanisms to streamlinehumanitarian support delivery. The proposed system enables users in need to submitassistance requests along with contextual details and proof, while donors, volunteers, and NGOs can respond based onrelevance and urgency. An AI-driven urgency detectionmechanism analyzes request content using weightedkeyword scoring to classify priorities such as emergency, high, medium, or low. A smart matching algorithm furtherevaluates skills, category, location, and availability torecommend the most suitable helpers. The platform isimplemented using a Flutter mobile application andFirebase backend, ensuring real-time data synchronization, notifications, and secure storage. Experimental resultsdemonstrate improved response efficiency, accurateprioritization, and enhanced transparency, making NGOConnect a scalable and reliable solution for modern socialwelfare systems.
