معايير تحديد مواقع مواقف النقل الجماعي الوسيط لتعزيز التنقل الحضري المستدام Criteria for the Locating of Intermediate Public Transit Stops to Enhance Sustainable Urban Mobility

النقل الجماعي هو أحد أهم عناصر التخطيط التى تساهم فى الربط بين عناصر المدينة ( إسكان- خدمات- أنشطة)، ويعد النقل الجماعي الوسيط أحد مستويات منظومة النقل الحضري؛ إذ يلعب دوراً تكميلياً بين النقل الفردي والنقل الجماعي، ونتيجة تجاهله فى مراحل تخطيط وتنفيذ وتشغيل المدنأدى إلى انعكاسات عمرانية وسلوكية وبيئية سلبية، لذلك يهدف البحث إلى تحديد المعايير التخطيطية (العمرانية- التشريعية- الاجتماعية- الاقتصادية- البيئية) لإختيار مواقع مواقف النقل الجماعي الوسيط داخل التجمعات العمرانية ، وذلك من خلال تحليل الدراسات السابقة التى تناولت مرتكزات نظم النقل الحضري، والتنمية الحضرية المستدامة، وفهم منظومة النقل الجماعي الوسيط، والعوامل المؤثرة فى نشأة وانتشار وسائل النقل الجماعي الوسيط، وآليات دعم وتطوير منظومة النقل الجماعي الوسيط، وعوامل اختيار نوع وسيلة النقل الجماعي الوسيط، ومداخل تطبيق نظام النقل الجماعي الوسيط المستدام. لذا تسعى الدراسة إلى وضع مصفوفة تجمع بين المعايير التخطيطية المستنتجة فى ضوء تحقيق مبادئ وأهداف النقل الحضري المستدام ودمج النقل الوسيط ضمن منظومة النقل الحضري للتجمعات العمرانية، بما يحقق الكفاءة التشغيلية، ويُدعم إمكانية الوصول، ويُسهم في تحقيق تنمية حضرية مستدامة وشبكة نقل مرنة، ومتنوعة، ومتكاملة. Urban mass transit represents a fundamental pillar of city planning, enabling functional integration between housing, services, and economic activities. Within this system, Intermediate Public Transport (IPT) plays a crucial complementary role between private mobility and mass transit. However, overlooking IPT during the planning, implementation, and operational stages has resulted in notable urban, behavioral, and environmental challenges. This research aims to establish planning criteria—urban, regulatory, social, economic, and environmental—for selecting appropriate locations for IPT terminals within urban settlements. The study draws on previous literature addressing the principles of urban transport systems, sustainable urban development, the structure and functions of IPT, factors driving its emergence and spread, mechanisms for enhancing IPT performance, criteria for selecting IPT modes, and approaches to implementing sustainable IPT systems. Building on this analytical foundation, the study proposes a comprehensive matrix that consolidates the derived planning criteria and assesses their alignment with sustainable transport objectives. The ultimate aim is to support the integration of IPT within the wider urban transport network in a manner that enhances operational efficiency, improves accessibility, and contributes to sustainable urban development, fostering a transport system that is flexible, diversified, and well-integrated.
