Defining Non-Delegable Boundaries Between Interpretation and Execution in AI-Assisted Systems (ARC M1.5)

This work presents ARC M1.5, a preliminary framework for defining non-delegable boundaries between interpretation and execution in AI-assisted systems. Unlike performance-oriented AI research, this paper does not evaluate model capability, benchmark accuracy, or emergent behavior. Instead, it focuses on structural governance: what an AI system is permitted to interpret, and what it must not execute autonomously. The core contribution of this work is a formal distinction between: interpretive authority, execution authority, and the boundary conditions that must remain non-delegable. This document intentionally excludes: emotional or narrative case studies, persona-based experiments, performance comparisons, and full constitutional specifications. The purpose of this release is timestamped disclosure and preservation, not peer-review submission. The complete constitutional system is intentionally withheld.
