Black Holes, Information, and Active Horizons: A Boundary-First Resolution Architecture in ψ₀–OCM

This manuscript develops a conceptual resolution architecture for the black-hole information problem within the ψ₀-OCM (Osborne Cosmological Model). In this framework, the horizon is not treated as a passive geometric surface but as an active redistributive boundary that organises the storage, transfer, and subsequent re-expression of information. The analysis sets out how, within this boundary-first perspective, • global evolution remains unitary,• Hawking-like radiation acquires information content through boundary-mediated couplings,• Page-curve behaviour arises from the evolving correlation structure, and• entropy is consistently accounted for across interior, boundary, and radiation sectors. The focus of the paper is the conceptual structure rather than detailed technical implementation. It establishes a coherent interpretive framework and records precedence for a redistribution-based treatment of black-hole information, while remaining compatible with established results in the regimes where conventional approaches are known to apply Version 1.1 notes Added an explicit “companion papers” section linking this boundary-first information architecture to the ψ₀–OCM horizon-driven expansion and black-hole cosmology / universe-inside-node papers. Clarified how the active-horizon picture sits alongside GR-tested exterior behaviour (e.g. S2 around Sgr A*) and emphasised that routing must reduce to GR at observable scales. Strengthened the scientific + legal precedence statement to foreground the conceptual framework (active horizons, ψ₀–time ordering, interior–boundary–radiation routing) while keeping generative machinery proprietary. Updated language for internal consistency; no change to the underlying claims or scope.
