Measuring Foresight's Efficiency: From Subjectivity to Science
Strategic decision-making demands both creative vision and empirical rigor. Understanding this fact, the current study offers a rigorous framework for advancing futures studies through systematic evaluation. By quantifying foresight, practitioners may transform it from a largely intuitive practice into a credible, evidence-based discipline. This shift empowers practitioners, scholars, and stakeholders to benchmark competencies, validate methodologies, and demonstrate tangible outcomes. Since the 1950s, pioneering tools and techniques have sought to assess anticipatory capacities, yet they have often grappled with the core challenge of translating speculative futures into actionable strategies. Measurement addresses this gap by providing clarity, identifying preparedness levels, and revealing both strengths and vulnerabilities in foresight practices. Drawing on an exhaustive analysis of metrics and scales developed over recent decades, this study explores how robust assessment frameworks can empower credibility, attract investment, and integrate foresight into high-stakes domains. It proposes actionable guidelines and architectures that anchor policy and organizational decisions in measurable insights, supported by real-world case studies from business, public policy, and educational contexts. This work establishes measurement as the cornerstone of futures studies. It bridges theory and practice to equip practitioners with tools for evaluating the efficiency of their foresight activities.
