A Digital Twin Framework Exploting Smart Meters Data for Low Voltage Fault Validation: A Field Case Study

The paper discusses the design and implementation of an Integrated Distribution Management System (IDMS) using the digital twin architecture, as implemented by Unareti S.p.A. – an Italian Distribution System Operator. Planning and operational data from Geographic Information Systems, Asset Management, SCADA, Advanced Metering Infrastructure are harmonized into a single data-lake containing both the distribution network model as well as real-time data. Built on an off-the-shelf Distribution Management System (DMS) platform, the IDMS provides several features supporting the overall network management process. Key modules comprise an Emergency Call Center for matching customer outage calls with actual faults, scenario-based grid planning (with automated synchronizing to GIS and asset design), and a Quality of Service function verifying Low Voltage (LV) fault events against smart-meter data via a secure API. For instance, the system automates KPI reporting (e.g., System Average Interruption Duration Index – SAIDI and System Average Interruption Frequency Index – SAIFI – for regulatory compliance). The paper highlights a specific use case – based on the use of the IDMS – where LV faults certification is realized by using smart meter information, thus improving the accuracy of the official outage reporting toward the national Authority.
