Family Media Legislation in the Kingdom of Saudi Arabia: An Analytical Study in Light of Social Transformations According to Vision 2030
This research demonstrates that the media system in the Kingdom of Saudi Arabia has made significant strides in establishing cohesive legislation that protects the family and enhances its presence in the media landscape, both traditional and digital. Analysis of the regulations reveals that religious and cultural frameworks played a strong role in drafting these laws, imbuing them with a strict ethical character that respects the unique characteristics of Saudi society and places the family at the heart of media policies. The research, through its various sections, addressed the development of Saudi media, the regulations governing family-oriented content, and the challenges posed by new media. It also examined national campaigns such as "My Family First" and "Kindness," which proved effective in activating legislation and raising societal awareness. Furthermore, the research compared the Saudi model with Gulf and Western models, providing a balanced and critical perspective on the strengths and weaknesses of different experiences. In light of these findings, it can be said that the Kingdom possesses the legislative and institutional foundations that qualify it to build an advanced family media model. However, this requires continuous updating of regulations, greater integration among relevant entities, and investment in digital legal awareness within families. The researcher hopes that this study will contribute to supporting decision-makers and guiding media policies toward a greater balance between freedom of expression and the protection of family values, thereby achieving the goals of Saudi Vision 2030 in building a vibrant, safe, and cohesive society.
