VEROK 06 ARCH: An Interpretive and Contractual Clarification of Non-Agentic Governance

This report establishes the interpretive and contractual boundaries of the VEROK 06 ARCH architecture. It does not introduce new architectural elements, modify system design, or extend implementation guidance. Its sole purpose is to formally delimit how the VEROK architecture must—and must not—be interpreted, cited, or applied. VEROK is frequently misread as a software upgrade, governance plugin, guardrail mechanism, or agent-level controller. This report addresses those misinterpretations by reframing VEROK as an invariant architectural contract governing inference-time dynamics without agency, semantic judgment, or decision authority. The document clarifies the distinction between agentic execution and non-agentic governance, emphasizing that VEROK constrains interpretation and authority emergence, not model capability or intelligence. This report functions as an interpretive anchor for the VEROK corpus. It complements—but does not replace—the formal VEROK 06 ARCH system specification, technical reports, or comprehensive analyses. Versioning Note VEROK versions do not indicate architectural upgrades. Each version represents an additional interpretive layer applied to the same invariant architecture. V1 defines the architectural structure and positioning. V2 clarifies the technical specification and system mechanics. V3 addresses comprehensive interpretation, operational reading, and common misframings. V4 establishes interpretive and contractual constraints, formally delimiting how the architecture must—and must not—be understood, cited, or applied. Subsequent versions do not modify system design or introduce new architectural elements. They progressively constrain interpretation, ensuring architectural invariance across technical, academic, and automated readings.
