Redistribution Invariants and the Emergent Status of Physical Constants
Recent work has shown that cosmic expansion may be enforced by sustained redistribution across causal horizons rather than by initial conditions or freely chosen parameters. This raises a foundational question: knowing that global conservation is not fundamental in such settings, what replaces the role traditionally played by Noether’s theorem? In this work we demonstrate that conservation laws and physical constants are more appropriately understood as emergent redistribution invariants associated with boundary-aware symmetries. We show how Noether currents generalise in the presence of horizons, why conservation remains locally valid while failing globally, and why familiar constants such as cc, GG, ℏℏ, and ΛΛ should be regarded as effective invariants of stable redistribution regimes rather than as axiomatic parameters. No assumptions regarding microscopic dynamics, action principles, or calibration schemes are required.
