Human Temporal Interface Layer (HTIL): Phase-Coordination for Human-AI-Quantum Systems v1.1

HTIL is a human-facing interface and procedure layer for systems that coordinate actions using phase windows on a shared cyclic phase variable $\phi(t)\in[0,1)\cong\mathbb{S}^1$. HTIL provides multiple human-readable representations of the same phase point (normalized phase, degrees, and a 12-segment index), defines wrap-around-safe phase-window handling, and specifies a triadic alignment procedure for human--AI--quantum workflowsbased on window intersection. HTIL also defines monitoring metrics for phase dispersion and overlap fidelity with safe edge-case handling. HTIL is a control-plane/UI layer:it does not introduce a quantum time operator and does not modify the Hilbert space.
