A Reformist Mirage? The Service des Centres Sociaux (1955-62) and the Algeria that Never Was
Abstract: The case study of the Service des Centres Sociaux , an ambitious reform project initiated by Germaine Tillion during the Algerian War, offers a tantalizing glimpse of a path not taken: a belated attempt to overhaul colonialism from within. The Centres Sociaux were established in 1955 to finally fulfil the promises the colonial administration had failed to keep in prior decades, remedying the catastrophic underinvestment in education in French Algeria. As a photograph of several dozen young trainee employees from Algeria's European, Jewish, and Muslim communities shows, the Centres Sociaux represented a shared project of building a more equitable Algeria in the face of violence, torture, and brutal repression. Might such a project have succeeded, and if so, under what conditions?
