BIM-Driven Safety: Automated Rule-Based Multihazard Detection and Legal Compliance in High-Rise Construction

This study introduces an 8D BIM-driven framework that transforms the digital twin into a proactive compliance engine. By integrating OSHA, NFPA, IBC, and FIDIC clauses into Solibri and BIM, the framework enables early stage design verification, significantly reducing design errors and accelerating corrective actions. The approach incorporates automatic regulatory hazard detection, multiple safety simulations, and legal compliance corrections, facilitating the identification and prevention of hazards like fall risks and fire egress issues before construction begins. By its application in a high-rise residential project, the framework showed how it improves safety in terms of early identification of hazards and boosts adherence to legal standards. It was conveyed by contractors, consultants, and clients that the system enhances risk awareness, enables efficient decision-making, and provides compliance with legislation. However, the problems of cost, staff training, and process coordination remain; the need for continued research on dynamism in rule alleviation and harmonization cannot be overemphasized. As this work brings with it the implementation of automated means of safety assurance and traceability of law, this work opens up opportunities for more secure and more efficient construction practices.
