Origin and Structure of a Universal Variational Functional
This work presents a comprehensive and conceptually clarified formulation of the Universal $\Psi$ variational framework as a foundational principle for fundamental physics. The theory is defined by a closed, self-referential variational functional that introduces no physical laws, observables, parameters, or scales at the outset. Physical structure does not emerge from the functional itself, but exclusively from its variational closure, through the invariants of stationary configurations. The framework establishes a strict separation between admissibility, emergence, and physical manifestation. Emergent structures are ontologically primary and constitute physical reality. Experimental outcomes do not validate or falsify these structures; rather, they are constrained and determined by them. Any apparent experimental disagreement reflects a conceptual or methodological mismatch, not a failure of the emergent structure. The theory is not falsifiable in the Popperian sense. Instead, it is self-falsifying: if variational closure fails to produce consistent, parameter-free stationary invariants, the framework collapses internally. Within this structure, quantities such as the absolute neutrino mass, discrete-scale-invariant gravitational-wave echoes, and physical scales arise as necessary consequences of closure, not as phenomenological assumptions. This work constitutes a substantially revised and expanded reformulation of the article originally published on 16 September 2025 (DOI: 10.5281/zenodo.17373766), making explicit the epistemic status, logical hierarchy, and ontological implications of the Universal $\Psi$ framework.
