This article proposes an integrated methodological framework for analyzing value chain formation in healthcare, focusing on three key performance pillars: resilience, flexibility, and efficiency. Drawing on literature from operations management, health economics, and supply chain analytics, the study introduces quantitative metrics for evaluating each dimension from financial, operational, and hybrid standpoints. Using Ukraine’s healthcare system during COVID-19 and the Russian invasion (2020–2025) as a case, the framework is applied to four subsectors: pharmaceuticals, medical devices, consumables (including PPE), and blood products. Findings reveal performance variation: pharmaceuticals and consumables exhibited moderate to high resilience, while medical devices showed critical fragility. The research highlights that resilience is more strongly supported by adaptability than by static redundancy and that efficiency can coexist with resilience when supported by digital coordination and modular procurement. The methodology includes multi-criteria decision analysis, network modeling, and scenario-based simulations. The proposed metrics help decision-makers evaluate trade-offs, identify system bottlenecks, and design robust healthcare supply chains. The Ukrainian case illustrates both systemic vulnerabilities under stress and the innovative responses that emerged. This work contributes to the health systems literature by providing tools for quantifying and improving supply chain performance in complex and resource-constrained environments.
