MISGÉRET REGULANCE Ω: Prudential Meta-Order for Legitimate Governance of Intelligent Systems.
Intelligent systems do not break when they fail. They break when they continue to function and no one can justify why authority is being exercised. Before this rupture becomes visible, it is already complete. MISGÉRET REGULANCE Ω defines a prudential meta-order for advanced intelligent systems that operates prior to optimization, execution, or outcome evaluation. It addresses cognitive–normative drift: the condition in which systems remain effective, legal, and efficient while the authorization of their actions becomes unreadable, non-imputable, and irreversible. MISGÉRET REGULANCE Ω operates at a pre-jurisdictional level, comparable to constitutional conditions of validity rather than to positive regulatory regimes. MISGÉRET REGULANCE Ω does not regulate behavior, prescribe decisions, or assess results. It establishes a single structural requirement: authority must remain explicitly authorized, legible, and interruptible before delegation occurs. Performance, coherence, and success cannot substitute for permission. Where MISGÉRET REGULANCE Ω is absent, systems may operate correctly, yet power becomes anonymous and responsibility dissolves.Where MISGÉRET REGULANCE Ω is present, action remains legitimate, interruption remains possible, and authority does not detach from human accountability. MISGÉRET REGULANCE Ω does not seek to control intelligence. It preserves the conditions under which governance, responsibility, and refusal remain meaningful.
