In insular and remote areas, attracting new residents andmaintaining public services is challenging. This article exploreshow Træna, an island in Northern Norway with 489 residents, used public-private partnerships to implement cultural initiativeslike The Træna Festival and Artist in Residence. While literatureexists on public-private co-production, the role of municipalleadership in place-based co-production is less studied. Drawingon theories of place-based co-production and a comprehensivefield study in Træna, the article concludes that strategic municipalinterventions can create impacts like branding the island, fostering community action, and empowering local changemakers.
