Japan’s Information Security and Defence Reforms: From Inner Circle to National Standardisation
Recent reforms have elevated information security as a core pillar of Japanese national security. Hirohito Ogi and Christopher W. Hughes examine the implications of information security for military operations, defence production, and cyber security. The article highlights the shift from closed, inner-circle practices to broader national standardisation. It assesses new legal frameworks, international cooperation and ongoing challenges, concluding that Japan’s evolving information security architecture has made more progress to date than other analysis often recognises, and is pivotal for strengthening defence capabilities in an increasingly complex security environment.
