Civic Shock Absorber OS – Formal Algorithm for Damage Minimization in SME Networks
Short description:This repository contains a formal, data-free algorithmic framework for minimizing structural damage in small and medium-sized enterprise (SME) networks under long-term transformation shocks such as automation, AI adoption, regulatory change, energy constraints, and demographic shifts. The system models firms as nodes in a cooperative economic network and computes voluntary, reversible, and governance-constrained resource and capability reallocation paths that robustly minimize business failure, employment loss, and irreversible capability destruction. The framework is not a profit-maximization model, not a forecasting tool, and not a surveillance system. It is designed as a mathematical “shock absorber” for civil-use economic stabilization and is compatible with classical optimization, high-performance computing, and quantum-ready formulations. Keywords:SME resilience, economic stabilization, robust optimization, cooperative networks, transformation shocks, governance-by-design, data-free algorithms
